| Description: | The Specialty Center Acquisitions NAVFAC (SCAN), Port Hueneme, CA, is conducting this procurement for a firm fixed-price level-of-effort contract for a Feasibility Assessment. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the Government resulting in the Best Value, price and other factors considered. The work to be acquired under this solicitation is for professional engineering services to conduct a feasibility study for implementing an Ocean Thermal Energy Conversion (OTEC) facility on Guam. The OTEC system under consideration would be sized to service a significant amount of current and future electric power needs for the island, and have the potential for potable water and chilled seawater. The work includes evaluating the technical and economic feasibility of installation and operation of an OTEC facility on the island of Guam, and providing a roadmap for achieving commercialization of a Guam OTEC system. The procurement is being conducted as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 541330 (Engineering Services - General) and the annual size standard is $4.5 million. The Government intends to evaluate proposals and award a contract without discussions. The solicitation will be available in electronic format only. The RFP will be posted on the website at www.neco.navy.mil on or about November 20, 2008. No hard copies will be provided. It is the Contractor’s responsibility to check the website daily for any and all amendments to this solicitation. Prospective offerors MUST register on the NECO website.
